So, spoiler alert, Teishi was apped into Boomtown as just as much miniplot as character. Or, to quote my own "why do you think this character would work in New Dodge" section:

Now, without further ado!
Character name: Aoki no Teishi, though her first name is pronounced "Sadako" using modern pronunciation. (True name: Green Leaves Turn Red —not public knowledge.)

Species: Kitsune — specifically, a Reiko/Koryo, a Celestial kitsune who works spirit magic and feeds directly on life force

Go for it. She is reasonably likely to reciprocate because sure, seems fun.
2.) Fighting and injury:
Yes, go for it, but she'll fight back and she's a formidable opponent. Also, let me know if you want to hurt her severely.
3.) Mind reading and general telepathy:
Teishi has extremely good mental defenses that most characters are not likely to be powerful enough to break through, so this is probably a no, though just conversations are fine.
That being said, if you really want to try something cool and can come up with a good reason why it should work, I'm all ears!
4.) Unnatural mental influence:
(By "unnatural mental influence" I mean anything designed to artificially induce a feeling or action.)
As before, Teishi's mental defenses are really good. That doesn't mean she's literally immune, but it does mean that once again the answer is "probably no, unless there's a cool reason why it should work." Subtle attempts at manipulation (e.g. a low-level magical charisma) are more likely to be successful since they're far less likely to provoke her active resistance.
5.) Binding:
This category is mostly here as a heads-up that it's something characters can do. Extracting vows from Teishi — by stealing her hoshi no tama, or by powerful magic, or by whatever works — or imposing other power limiters on her... all of this is expressly stuff I am cool with having happen.
6.) Killing:
The big one. And, as promised, the answer is "yes."
But. She won't be easy to take down. Overwhelming physical and/or magical force (that is, more than a single character is likely to be able to muster) could do it, and so could the right combination of physical force and binding her. Either way, killing Teishi should probably be a group effort.
There's a general theme, here: Teishi is powerful, but she's also explicitly in-game to be a target. The tl;dr version of her permissions is anything goes, as long as 1) we talk about it, 2) you've got a reason it should work, 3) it doesn't mess anything up for anyone else, and 4) it sounds cool.

In general, Teishi has the following powers: illusion, shapeshifting (technically a particularly potent form of illusion), possession, spirit binding, spirit feeding, general spirit magic, and foxfire creation and use. She can also create, as manifestations of her celestial power, firefly-shaped bits of magic, which can act as scouts or seeds of power. (Her illusions are not 100% foolproof, with things like looking out of the corner of your eye, shadows, and reflections sometimes hinting at or revealing the truth. Dogs, the natural enemy of the fox, are especially good at this.)
Furthermore, she is a skilled fighter with above human strength (roughly on par with Teen Wolf werewolves, so something like double human strength). The nature of her immortality additionally means that she is immune to disease and that, given enough time, she can heal from most injuries. (That being said, it's very much so not instant healing; rather, just that if she's not outright killed by wounds, she'll recover.) While, because of this, she can bounce back from many poisons, Letharia vulpina, a.k.a. wolf lichen, is a major weakness.
All of Teishi's offensive abilities will be exclusively opt-in (unless characters pick a fight).
Please let me know if you want to ~volunteer as tribute~ to be one of the people Teishi screws with. I promise that, in return, your character will get to have their full revenge. The answers to 1-3 below will be assumed to be "no" until or unless you tell me otherwise!

I don't think Teishi will be doing a lot of this, at least not with actual PCs, because it's tricky, logistically, to roleplay. But if maybe one PC wants to volunteer for this variety of awfulness, let's talk. In general she prefers women victims, but beggars can't be choosers.
3.) Non-human/non-mortal characters only: Are you willing to have Teishi use spirit magic against your character?
While Teishi can use spirit magic to do simple attack/defense things against anyone, non-human characters may be susceptible to its higher-level forms — things like being forced into tasks or otherwise (temporarily) bound to Teishi's will. This might come up in a fight, or it could be a sub-plot.
4.) Any other special information I should know?
Are there any notable ways your character is likely to affect Teishi? This can include stuff like abilities that would be especially effective against her, as well as more passive effects, like resistance to her powers and seeing through her illusions. Basically: a general, catch-all "tell me stuff that you think could/should come up in their interactions."
It is my intention to play Teishi as a bright flame of a character — vivid and dangerous and inevitably meant to burn herself out or be snuffed, probably at the hands of other characters. She's essentially intended as a plot opportunity: a study in contrasts with the supernatural creatures in town in general, and the nogitsune in particular. While she is not a chaos/pain-eater as her "cousin" is, she is, in and of herself as an eater of life-force, a source of chaos and pain. I think dealing with her as a threat will force the other characters in New Dodge to reevaluate their perceptions of good, evil, and the supernatural.What this means, in terms of a permissions post, is that I'm hoping to have some people volunteer to have her powers used on them in ways ranging from the minor to the significant. In exchange, you all get to do that right back to her. Up to and including killing her. Just, when it comes to the killing, you do need to check with me.

Should she be affected by mountain ash or mistletoe? A brief consultation with the teen wolf wiki suggests they're mostly just werewolf things.
Kit and Allison I'm happy to play by ear, and same probably with Harry (he doesn't have any spirit magic does he? I know that's a whole separate school in nWoD, but idk with oWoD). But I do wonder how much Evan's abilities could interfere with hers. I'm betting she'd have to compete with him for control of spirits (at least if they're already dead).

I'm pretty sure that, as far as Teishi's spirit magic is concerned, both Claire and Natasha qualify as "human," which should work out well for them since it means being less vulnerable to her magic and all that.
Do you have any specific requests? I want to get this plot rolling this evening, so I want to check in with people if they want specific feeding scenes and the like. Also, do you think you want Claire really for real possessed? I was thinking of gathering a plurk of people who were volunteering for possession to plot in more detail.

That being said, I feel as though a vampire would have to be harder to possess than a baseline human due to essentially having to compete with the Beast, so it might be a difficult possession to maintain longterm.

She didn't die with an infection, she was just shot fatally in the stomach :'( Sarah wouldn't have much for resistance nor would she be able to see through any illusions; I.e. if Teishi shifted into Joel for example and Teishi, as Joel, got mad at her for something or was accusing her of something via something Teishi got from possessing Sarah earlier and used it against her, she wouldn't be able to see through that and would believe her father was actually furious and being cruel despite him never really getting that way with her?

So, I realized that I don't have you added on plurk yet, which means that I'm not able to include you on a plurk like I wanted, but Teishi has zero qualms about harming children, and I would love to do something with this.
Teishi's version of shapeshifting doesn't include being able to perfectly mimic appearances -- to create that kind of mischief, she needs to possess people. If you think you might be up for playing a kitsune-possessed version of Sarah (since, upon determining that multiple people have interest in this, I'm realizing that's way more workable than me playing Teishi-as-[other character]), we should absolutely talk!
But in general I am up for any variety of suffering you think would be fun!
